Well ok, for some balance, how about Vancouver just continues to provide more low income housing each year while the run down areas are rebuilt by developers, thus providing more tax revenue to support the city, helping some of the people that need it, and encouraging investment by not locking owners into valuable but unproductive properties that can't be maintained due to low revenues.
